Algerian Army Urges President Bouteflika to Leave Office

[스페셜경제= Dongsu Kim] Last month, protests began against President Abdelaziz Bouteflika, during which demonstrators declared that he was no longer fit to rule the country. Following the consecutive protests, Lt. Gen Ahmed Gaed Salah came forward with a plea to the public: “We must find a way out of this crisis immediately.”

Before the protests began last month, Bouteflika was already a rarely-seen figure in Algeria’s government, having suffered from a stroke in 2013, he was largely absent from the public. Even then, he expressed his intention to run for another term once more, which only angered the protesters.

Bouteflika, who has been Algeria’s president for the last 20 years, is being sought to leave his position, with most talks gearing up for a possible change in the country’s government system. According to a report by the BBC, Algeria seeks to do this by first drafting a new constitution and then subsequently setting a date for an election.

The 82-year-old Bouteflika agreed not to take up another term, despite the fact that the election has been delayed.  

So far, Lt. Gen Gaed Salah is leading the initiative to operate on a much different constitution, one that he claims will be a “united vision of the future: between the military and the people.”

Though seen as loyal to Bouteflika, he expresses his opinions on drafting the new constitution freely, suggesting the use of Article 102, which fits with the condition that the Constitutional Council will be allowed to make a president leave his position on the grounds of being “unfit to rule.”

Said Salah: "This solution achieves consensus and must be accepted by all."

The public’s response to the suggestion is also what prompted the Constitutional Council to sit down and hold a special meeting after the speech Salah had made, possibly allowing for the head of the Senate, Abdelkhader Bansallah, to ascend as acting head of state before an election can be held.


압델라지즈 부테플리카 알제리 대통령, 시위대 강압에 못 이겨 끝내 사임하다

[스페셜경제= 김동수 기자] 압델라지즈 부테플리카 알제리 대통령이 국민의 퇴진 요구를 받아들이며 사임했다.

수주간 지속한 대규모 시위와 군부의 압박이 20년간 지속한 부테플리카 정권의 막을 내리게 했다. 더불어 시위대는 정실인사로 어지럽혀진 경제와 낡은 정치를 바꾸기 위한 새로운 리더가 필요하다고 주장했다.

대통령의 사임 이후 알제리 헌법에 따라 상원의장인 압둘카디르 벤살라가 대선 전 90일동안 임시 대통령직을 수행하게 된다.

한편 1999년 대통령직에 오른 부테플리카 대통령은 지난 2013년 뇌졸중을 겪은 후로 공개 석상에 거의 나타나지 않았다.
